An identity document is basically made up of a blank document that is personalised with its holder’s data (name, gender, date of birth, age, etc). When the job of personalisation is decentralized (to local authorities), blank identity documents are sent to these points. Forgers take advantage of this transit to steal some of the blanks, and then personalise them with false data. It is now a very common type of document fraud.

Today, identity documents are mostly personalised in a secure central location to avoid this kind of fraud, although exceptions exist. Visas, for example, are necessarily personalised in consulates and embassies. That’s why stolen blank fraud is a significant concern for this kind of document.
